Private Label Liquid Bases: A Guide to Shampoo, Body Wash & Hand Wash Base Concentrates

Private label liquid products — shampoos, body washes, hand washes, face washes — are one of the fastest routes to market in personal care. The key enabler is the liquid base concentrate: a ready-made, tested cleansing system you dilute, fragrance and fill under your own brand. Here is how the model works and what to check before choosing a supplier.

How the dilute-fragrance-fill model works

A base concentrate contains the complete surfactant and conditioning system of a finished product, minus the water, fragrance and colour. You (or your filler) dilute it with water per the technical data sheet, add fragrance, colour and any marketing actives, adjust viscosity if needed, and fill. Benefits: no formulation R&D, no stability guesswork on the cleansing system, and dramatically lower freight cost since you are not shipping water across the ocean.

Transparent vs pearly bases

Transparent bases give a clear, premium look — ideal for gel body washes and clarifying shampoos. Pearly (pearlised) bases have a lustrous, creamy appearance associated with moisturising benefits. Both are available as concentrates: see our transparent shampoo, pearly shampoo, body wash and hand wash concentrates.

Why SLS-free and paraben-free matters

Retailers and consumers in the USA, UK and Europe increasingly filter out products containing SLS/SLES and parabens. Starting with a base that is already SLS & paraben free future-proofs your label claims. For fully sulfate-free positioning, dedicated sulfate-free liquid bases use alternative mild surfactant systems.

Special formats

  • Suspending face wash bases hold exfoliating beads and encapsulated actives evenly in the bottle — required for any face wash with visible particles. See sulfate-free suspending face wash base.
  • Liquid castile soap — a plant-based, multi-purpose cleanser popular with natural and zero-waste brands. See liquid castile soap.
  • Soap-based hand washes — alkaline, high-cleansing traditional formats for industrial and institutional use. See alkaline soap-based hand wash.

Evaluating a liquid base manufacturer

  • Certifications: ISO 9001 and GMP at minimum; Halal if you sell in relevant markets
  • Documentation: technical data sheet with dilution ratios, COA per batch, MSDS
  • Samples: test dilution behaviour, viscosity build, foam and fragrance compatibility before bulk
  • MOQ & logistics: concentrates ship efficiently; our MOQ is 50 kg by air / 1,800 kg by sea with 7–25 day lead times
  • Customisation: can they adjust the surfactant system, pearlisation or actives for your brand?
